Meet Our Team

David Harris,
Managing Principal

In his late twenties Mr. Harris moved primarily from operations in marine construction, on land, to become a CA licensed general contractor where he built-up a general contracting company Oracle Builders, specializing in difficult structural renovations for both commercial and residential properties. As a college trained draftsman, Mr. Harris worked for an industrial architect on gas-station installations and other various technical/industrial design projects.

Over time Mr. Harris has produced architectural plan-sets for any number of permits and projects necessary to develop property for his customers and clients. Eventually, that permitting activity became a larger volume of time spent developing property for clients than general contracting, whereas he started Oracle Consulting embarking on a career as a permit consultant, evolving from 20 years as a general contractor and project specifier.

Jeremy Gold,
Structural Engineer

Jeremy Gold is a civil engineer with 5 years of experience in structural engineering design.  Jeremy graduated from California Polytechnic State University at San Luis Obispo with a bachelors degree in civil engineering focusing in structures. While in school he spent his summers working for Palos Verdes Engineering working strictly on residential and small commercial projects. After graduating he joined KPFF in Irvine where he worked on commercial roll-out, hospital buildings (ground up and remodel), school buildings (ground up and remodel) as well as structures made from unconventional materials.  He has spent the majority of his career working with a large variety of materials, primarily timber and steel, and on projects of all sizes.

David A. Friedland P.E,
Civil Engineer

David Friedland is a Registered Civil Engineer with over 20 years’ consulting experience in the engineering and environmental planning for various California water projects, mostly from Monterey to Santa Rosa. Mr. Friedland has experience consulting for local, state and federal agencies involving municipal water supply (dams/reservoirs, groundwater/wells, and desalination), wastewater treatment and reclamation, flood control, and stormwater quality management.

Mr. Friedland is a 15-year property owner and resident of Sonoma County, where he owns a 10-acre park-like parcel west of Sebastopol.

Mr. Friedland joined Oracle Consulting in 2019, where he provides technical expertise for all issues related to Civil Engineering, including grading, drainage, hydrology, hydraulics, water quality, and water supply.

Christopher T. DiVittorio PhD,
Managing Biologist

Dr. DiVittorio plays a vital role at Oracle Consulting. As our managing biologist, he works diligently to provide high-quality biological consulting to individuals and organizations that are required to provide documentation about existing biological resources on land they are responsible for, and to prepare plans for restoration where environmental violations have occurred or may occur.

following his graduation from University of California, Berkeley, he has performed basic and applied research for public interest on a variety of topics including ecological restoration, evolutionary ecology, systematic botany, and environmental and social justice.

In addition, he works with family farmers, NGOs, and government agencies, offering them a full range of Geographic Information Systems (GIS) and remote sensing products, as well as CEQA documentation and Initial Study preparation.

Robert (Bob) van de Walle,
Project Manager, Site Data Expert and Energy Consultant

With over 40 years of Customer Service experience, Robert van de Walle knows each interaction is unique and often requires sensitivity and speed to resolve.

Robert develops relationships with building departments throughout California with a goal to deliver exactly as much information as required to get each job complete.

Steven Nose,
Architect, AIA, ACADD Drafter

Steven K. Nose is a California licensed architect having passed the California Exam in 2007. Mr. Nose is a professional member of the American Institute of Architects, and he is NCARB certified. Mr. Nose has diversified experience in residential, senior living residential, healthcare, K-12 education, government, interiors, commercial, commercial-renovation, industrial, and other types of architectural design, (including types I, II, and V construction) and Mr. Nose is also an Accredited Professional with the US Green Building Council's Leadership in Energy and Environmental Design, having passed the LEED Exam in2009. Mr. Nose was graduated with honors from his high school in Maryland and subsequently earned his BA degree in 1981 at Columbia College, Columbia University, and his Master of Architecture degree in 1988 (rec. certificate of Honors from faculty), at the University of Maryland School of Architecture. Mr. Nose’s experience includes service as a Commissioned Officer, USMC Reserves, having served with full honors. Mr. Nose is a husband to a wife and father of one. Mr. Nose’s interests include spending time with family, Japanese, and bicycling.

Griffin Wright,
Land Use Consultant

At Oracle Consulting, Griffin assists with land use planning, property research and report writing, entitlement permitting, regulatory compliance, government agency coordination, and project stakeholder coordination, including with property owners, legal counsel, subcontractors, and government staff.

Griffin has experience working on a wide variety of development projects in California, including Port of Los Angeles buildings, National Register of Historic Places building renovations, affordable housing apartments, bridges, schools, parks, commercial buildings, and single family dwellings. He also has experience coordinating with Federal, State, County, and local government agencies for project funding, development, permitting, and code enforcement.

Griffin also operates Griffin Wright Consulting, providing land use planning and entitlement procurement services for development projects. He formerly worked for Urban Design Center in Los Angeles as a Project Manager for nine years, and for the City of Los Angeles Community Redevelopment Agency for three years. He graduated from the University of California, Berkeley with a Bachelor’s degree in Biology, and from the University of California, Los Angeles with a Master’s degree in Public Policy, with a focus on labor policy and construction. Griffin has a passion for music and the arts, and engaging with the community that derives from the arts.






Nick Shoop,
CADD Drafter, Permitting Agent, and Energy Consultant

Nick is an Oakland-based architectural drafter, designer, as-built surveyor, mapper, and permitting agent. With a bachelor’s degree in applied physics, Nic started construction drafting and design for installers in the solar energy industry. Nick's work has since broadened to include residential construction and renovation, ADUs, modular and manufactured homes, and landscaping, as well as commercial and industrial construction, tenant improvements, use permits, ADA compliance, and structural detailing. Highly mobile, Nic does most of his drafting on-site for accuracy and expediency.

Ylla Hartman,
Land Use Specialist and Business Manager

With over 8 years of experience in the construction, planning, and design field, Ylla decided to further her knowledge in sustainable building practices and planning by pursuing a degree in Geography, Environment and Planning. A recent Sonoma state graduate, Ylla is taking all that she has learned about CEQA, NEPA and various planning methods to implement the best strategies for code compliance and best client outcome practices. Through extensive knowledge of GIS, programming tools such as Rstudio and Python, along with statistical analysis knowledge in SPSS, Ylla is able to take complex problems and find applicable solutions that fit the scope of work at hand.

Brian Scharf,
Architectural Designer

Brian studied architecture and planning at the University of Colorado Boulder, where he completed studios abroad in Florence and Rome. He has been leading creative teams that blend architecture, art and design for over 18 years. His ability to combine technical and creative design practice has led to the creation of his company Brave Design, that works with Oracle on a variety of design and drafting deliverables to keep projects moving forward. Brian is a native to Sonoma County, California.

Christine Schneider,
Environmental Consultant, CEQA/NEPA

Christine Schneider is an experienced landscape architect, restoration ecologist and CEQA/NEPA practitioner with over 30 years of experience. She started her career working in a full-service Landscape Architecture office, and after getting her California State License she started working for environmental consulting firms and rose to Vice President of TRA Environmental Sciences in Palo Alto, CA.
